Donald Trump announces 'death' of congestion pricing in New York. Here's what it means

Congestion pricing imposes a special surcharge on commuters using their private car in some marked areas so that people take public transportation. Congestion pricing in New York City began on January 5 this year. The congestion pricing zone includes almost all of Manhattan south of 60th Street. If drivers entered this area between 5 am and 9 pm on weekdays and 9 am to 9 pm on weekends, they had to pay a toll of $9.
